Directs the Oklahoma Health Care Authority to establish a program within one year allowing family members to be recognized as paid family caregivers for Medicaid members under age 21 who are approved for private duty nursing services, subject to federal approval.

Requires family caregivers to complete criminal history background checks and meet qualifications prescribed by the Oklahoma Health Care Authority Board, which may include training and competency evaluation standards.

Authorizes the Board to establish scope of practice standards for skilled care tasks family caregivers may perform under the direction and supervision of a Registered Nurse, after consulting with the State Department of Health.

Makes home care agencies responsible for ensuring recognized family caregivers meet all prescribed qualifications and requires the Authority to establish reimbursement rates for services provided by family caregivers.

Requires the Authority Administrator to apply for necessary federal Medicaid state plan amendments or waivers to implement the program and secure federal funding, with an effective date of July 1, 2025.
