Amends 29 O.S. 2021, Section 4-121 regarding noncommercial wildlife breeder's licenses issued by the Director of the Department of Wildlife Conservation.

Updates statutory language to refer to "this state" instead of "the State of Oklahoma" in licensing requirements.

Exempts persons breeding or raising quail for personal consumption or noncommercial purposes from obtaining a license, including breeding for hobby, education, scientific purposes, or release on private property.

All noncommercial wildlife breeder's licenses continue to expire on June 30 of each year.

Effective date: November 1, 2025.
