Expands the Bus Passenger Safety Act from covering only buses to all "rolling stock transit vehicles," including vans, cars, railcars, locomotives, trolley cars, and ferry boats used for public transportation

Broadens the prohibition on intimidating, threatening, assaulting, or battering transit personnel and passengers to include acts that cause service disruption or harm to any person, not just acts intended to seize control of a vehicle

Seizing control of a transit vehicle by force or violence remains a felony punishable by up to 20 years imprisonment and/or a $20,000 fine; assault/intimidation carries up to 10 years and/or $5,000 fine

Discharging a firearm into or within any transit vehicle, terminal, or transportation facility is a felony punishable by up to 5 years imprisonment and/or $5,000 fine, unless in lawful self-defense

Declared an emergency measure, taking effect immediately upon passage and approval
