Amends 68 O.S. 2021, Section 3603 of the Oklahoma Quality Jobs Program Act to modify the definition of "new direct job" to include employees leased or contracted to a qualified establishment.

Establishes that leased or contracted employees constitute an employer-employee relationship between those employees and the establishment receiving the incentive payment.

Clarifies that a job is deemed to exist prior to approval if activities and functions have been ongoing within six (6) months before approval, with specific limitations for petroleum/natural gas extraction establishments.

Applies the relationship requirement to establish that leasing of employees by an establishment or employees provided under contract with an establishment creates an employer-employee relationship.

Becomes effective November 1, 2025.
