Increases the assessment credited to Oklahoma court-appointed special advocates (OCASA) from $5.00 to $10.00 per case, collected in addition to base court filing fees.

Applies to civil cases filed in Oklahoma district courts, with the increase affecting cases subject to paragraphs 1, 3, 8, 9, 10, and 14 of the court fee schedule (including divorces, probate, adoptions, and general civil actions).

Maintains all existing court fee amounts and additional assessments for law library funds, court information systems, courthouse security, and courtroom interpreter services.

Allows litigants claiming poverty to file an affidavit in forma pauperis to be exempted from paying fees and costs, subject to court determination of eligibility.

Becomes effective November 1, 2025.
