Creates the Public Access Counselor Unit within the Office of the Attorney General to review denials of public records requests, with requests for review due within 30 calendar days of denial

Requires the Public Access Counselor to forward review requests to the public body within 7 business days; public bodies must respond within 7 business days, and the Attorney General must issue an advisement within 60 calendar days

Prohibits persons making records requests for commercial purposes from filing requests for review; allows review of whether a public body properly classified a request as commercial

Provides immunity from liability and penalties for public bodies that disclose records in accordance with Attorney General advice, provided facts were fully and fairly disclosed

Adds authority for the Attorney General to investigate and prosecute civil or criminal violations of the Oklahoma Open Records Act and Open Meeting Act; declared an emergency measure taking effect upon passage
