Amends Oklahoma law (21 O.S. 2021, Section 1111) to add two new circumstances constituting rape: sexual intercourse involving a secondary school student concurrently enrolled at a higher education institution with an employee of that institution, and sexual intercourse involving custody-related individuals with employees exercising authority over them.

Expands the definition of "employee of an institution of higher education" to include faculty, adjunct faculty, instructors, volunteers, and employees of businesses contracting with the institution who may exercise institutional authority over the victim.

Excludes enrolled students who are not more than three (3) years older than the concurrently enrolled student victim from the definition of employee, and who are employed or volunteering for the institution.

Becomes effective November 1, 2025.
