Prohibits state entities and political subdivisions from expending funds for publicity, propaganda, or materials opposing Second Amendment rights or designed to defeat related legislation or regulations.

Bans use of public money to pay salaries or expenses of lobbyists, liaisons, employees, or contractors engaged in activities opposing Second Amendment rights at federal or state governmental levels.

Treats use of public property, resources, employees, networks, or time as use of public funds subject to these prohibitions.

Extends prohibitions to activities advocating or promoting tax increases, fees, or restrictions on legal consumer products related to Second Amendment rights.

Establishes misdemeanor penalties of up to $1,000 fine and one year county jail time for violations; exempts elected officials, persons presenting neutral testimony, and individuals stating personal opinions outside their official capacity.

Effective November 1, 2025.
