Reorganizes and clarifies definitions in the Unfair Sales Act by consolidating numbered definitions (1-7) for "cost to the retailer," "cost to the wholesaler," "replacement costs," "sell at retail," "sell at wholesale," "retailer," and "wholesaler"

Maintains existing cost calculation methods including invoice cost, replacement cost, freight charges, cartage (3/4 of 1%), and a 6% markup for retailers to cover business operating costs

Creates separate penalty structure for motor fuel violations: retailers and wholesalers who sell motor fuel below cost face fines up to $1,000.00, compared to the standard $500.00 fine for other merchandise violations

Clarifies that items sold as bundled packages or gifts are each subject to cost requirements based on individual pricing rules

Effective date is November 1, 2025
