Amends 59 O.S. 2021, Section 4200.10 to clarify that the Massage Therapy Practice Act preempts all local ordinances and regulations governing massage therapists in cities, counties, and political subdivisions.

Preserves the ability of cities, counties, and political subdivisions to enforce zoning requirements and occupational license fees for health care professions.

Preserves the ability of cities, counties, and political subdivisions to enforce zoning and licensing requirements specifically for business locations offering massage therapy.

Becomes effective November 1, 2025.
