SB 647 Summary

• Amends Oklahoma municipal procedures requiring land use decisions be based on objective and relevant facts from municipal codes, not solely on public opposition or comprehensive plans.

• Establishes that municipal zoning decisions are presumed valid unless challenging party proves the ordinance lacks substantial relation to public health, safety, or general welfare, or constitutes unreasonable exercise of police power.

• Designates municipal platting decisions as quasi-judicial; requires planning commissions and governing bodies have reasonable discretion to determine plat compliance with adopted subdivision regulations and codes.

• Requires cities to identify and record the basis for preliminary or final plat denials, including all applicable objective and relevant facts supporting the denial.

• Becomes effective November 1, 2025.
