SB 65 Summary

• Removes requirement for registered persons and group/residential care homes to "submit for destruction" controlled dangerous substances; allows them to destroy outdated, unwanted, or abandoned substances directly in compliance with federal regulations 21 C.F.R. Part 1317.

• Eliminates mandatory incineration requirement for substance destruction and removes requirement for an approved destruction site in counties with populations over 400,000.

• Authorizes municipal police departments, sheriffs, Oklahoma State Bureau of Narcotics and Dangerous Drugs Control, Oklahoma Highway Patrol, and Oklahoma State Bureau of Investigation to destroy seized substances exceeding 10 pounds, with procedures for photographing, sampling, and notifying defendants or suspects.

• Authorizes the Office of the Chief Medical Examiner to perform on-site destruction of controlled dangerous substances obtained during official duties, in compliance with federal regulations.

• Updates statutory language and references; becomes effective November 1, 2025.
