• Creates the Oklahoma Foreign Agents Registration Act requiring agents of foreign principals from countries of concern (designated by U.S. State Department) to register with the Attorney General within 10 days of becoming an agent.

• Registration statements must include detailed information about the agent's business, clients, funding sources, activities, and political activities; agents must file supplements every 6 months and provide 48-hour notice before distributing informational materials.

• Exempts certain diplomatic/consular officers, foreign government officials, their staff, and lawyers providing legal representation to disclosed foreign principals in court proceedings or agency proceedings.

• Requires agents to file copies of informational materials with the Attorney General, include conspicuous statements identifying themselves as foreign agents, and furnish registration statements when testifying before legislative committees or political subdivision bodies.

• Establishes criminal penalties of up to $100,000 fine and 5 years imprisonment for willful violations; students, faculty, or researchers at state universities who violate the act face expulsion and campus bans; aliens convicted may be referred for federal removal proceedings; effective November 1, 2025.
