Expands eligible educational institutions that may contract with the Construction Industries Board to include any accredited system of education institution in Oklahoma receiving state appropriations and offering electrical, mechanical, plumbing, or roofing trade coursework.

Creates the Skilled Trade Education and Workforce Development Fund as a continuing revolving fund in the State Treasury to be funded by fully adjudicated fine revenue from trade-specific licensing funds.

Permits the Board to contract with eligible institutions for developing instructional courses on Oklahoma statutes and rules governing the four skilled trades and for implementing workforce development programs to promote skilled trade careers.

Requires contract recipients to provide written reports to the Board documenting expenditures, fund usage, and return on investment upon contract completion.

Becomes effective November 1, 2025, and includes provisions allowing fund reallocation if contracts are not performed within 18 months of agreement signing.
