SB 669 Summary

• Modifies Oklahoma's State Dental Act with comprehensive updates to dental practice regulations, licensing requirements, and professional conduct standards across dentists, dental hygienists, dental assistants, and oral maxillofacial surgery assistants.

• Expands licensure eligibility by credentials for dentists and dental hygienists practicing out-of-state, reduces practice hour requirements, and allows military spouses to obtain licenses under federal military relocation provisions.

• Restructures dental assistant permits by eliminating the separate oral maxillofacial permit and creating an oral maxillofacial expanded duty permit with updated training and supervision requirements; establishes eight types of expanded duty permits for dental assistants.

• Updates patient recordkeeping requirements to mandate in-person examinations before prescribing dental appliances, requires dentists closing offices to notify the Board of patient records location, and modifies continuing education exemptions for military personnel.

• Increases license reinstatement period from one (1) year to five (5) years upon payment of renewal and penalty fees; effective November 1, 2025.
