Defines "social media platform" as a website or internet medium that allows registered users to create, share, and view user-generated content and primarily serves as a medium for users to interact with other users' content.

Requires social media platforms to prominently display a warning message for 60 seconds that renders the platform unusable during that time, appearing to first-time users and to established users once per day, with the message stating "WARNING. THERE IS REASONABLE EVIDENCE TO SUGGEST THAT SOCIAL MEDIA IS HAZARDOUS TO MENTAL HEALTH, ESPECIALLY IN YOUNG CHILDREN, TEENAGERS, AND YOUNG ADULTS."

Exempts text messaging platforms and platforms primarily designed for education or health care purposes from the warning requirement.

Authorizes the Oklahoma Attorney General to bring civil actions against social media platforms for violations and seek injunctive relief or other appropriate court-determined remedies.

Effective date is November 1, 2025.
