Amends 11 O.S. 2021, Section 21-110 to establish procedures for municipal territory detachment by governing body ordinance or by petition signed by at least three-fourths (3/4) of registered voters and property owners.

Requires petitioners to file an unsigned copy with the municipal clerk before circulation, submit signed copies within 90 days, and provide notice in the same manner as annexation petitions, with failure to comply rendering the petition insufficient.

Prohibits detachment if territory includes an intervening strip less than 4 rods wide, is separated only by railway right-of-way, is a highway right-of-way adjacent to municipality, or includes properties that would be split between inside and outside corporate limits.

Allows the state, county, or other political subdivision or governmental entity that will assume responsibility over detached territory to give written consent to override the detachment prohibitions in the previous provision.

Becomes effective November 1, 2025.
