Transfers enforcement authority for the Energy Discrimination Elimination Act of 2022 from the State Treasurer to the Attorney General, including authority to maintain and provide lists of financial companies that boycott energy companies.

Removes restrictions on private legal proceedings against state governmental entities and officials, allowing individuals and organizations to sue for actions taken under the Act.

Exempts state governmental entities from Act requirements if compliance would conflict with fiduciary responsibilities related to investment of entity assets, with required reporting to legislative leadership and the Attorney General.

Requires state governmental entities to divest from listed financial companies on specified schedules (50% within 180 days, 100% within 360 days) unless divestment would result in financial loss or benchmark deviation, subject to reporting requirements.

Removes political subdivisions from certain contract provisions of the Act and repeals Section 6 of the original Act; becomes effective July 1, 2025, with emergency clause allowing immediate effect upon passage.
