Amends 72 O.S. 2021, Section 63.18A to designate 11 positions and personnel at the Oklahoma Department of Veterans Affairs as unclassified civil service exempt, including physicians assistants, occupational therapists, physical therapists, pharmacists, speech pathologists, nurse practitioners, physical therapy assistants, and administrative/management positions.

Updates statutory language by replacing reference to the "Oklahoma Personnel Act" with the "Civil Service and Human Capital Modernization Act" in the exemption provision.

Amends 72 O.S. 2021, Section 64 to clarify that positions previously exempted by executive order or authorized to be in unclassified service exempt status are not affected by this act.

Effective date is November 1, 2025.
