Amends Oklahoma law to prohibit foreign adversary companies from acquiring or owning land in Oklahoma, either directly or indirectly through business entities, trusts, or foreign government enterprises.

Defines "foreign adversary company" as any non-U.S. company that is domiciled in a Country of Particular Concern (CPC), headquartered in a CPC, controlled by a CPC government, or majority-owned by an entity controlled by a CPC government.

Requires all deeds recorded on or after November 1, 2023 to include a notarized affidavit from the grantor, attorney-in-fact, guardian, entity officer, or trustee attesting compliance with foreign ownership restrictions and that no prohibited funding sources are being used.

Exempts certain transactions from affidavit requirements including confirmatory deeds, court orders in probate or quiet title actions, deeds securing debt, and transfers to U.S. entities or tribal governments.

Becomes effective November 1, 2025; allows county clerks to refuse recording of deeds without proper notarized affidavits and grants the Attorney General authority to create affidavit forms and establish additional exemptions.
