SB 730 Summary

• Requires the Oklahoma Department of Aerospace and Aeronautics to develop and adopt a five-year Airport Construction Program annually listing available federal and state funding for airport infrastructure development

• Mandates adoption of a statewide airport system plan with a twenty-year planning horizon for publicly owned, public-use airports that guides programming of public funds and determines airport eligibility for funding

• Establishes the "AeroSPACE Program" (Aero Student Pathways for Aerospace Careers and Education) as a partnership with primary, secondary, career technology, and higher education providers to address aviation and aerospace industry workforce needs

• Modifies financial assistance requirements to limit grants and loans to airports included in both the five-year Airport Construction Program and the current statewide airport system plan

• Becomes effective November 1, 2025
