Appropriates $300,000,000 from the General Revenue Fund to the Oklahoma Department of Commerce for fiscal year 2025 to implement a reparations program for damages during the Tulsa Race Massacre (May 31-June 1, 1921).

Oklahoma Department of Commerce shall create and administer a program allowing survivors and descendants of Tulsa Race Massacre victims to apply for and receive compensation payments.

Establishes a nine-member advisory committee composed of a State Senator representing Greenwood District, a House Representative representing Greenwood District, one appointee from the Commerce Department, and six additional community-oriented persons selected by the Senate member.

Creates the Tulsa Race Massacre Compensation Revolving Fund as a continuing, non-fiscal-year-limited fund in the State Treasury, codified as Section 25001 of Title 74, to receive appropriations and other designated sources for reparations payments.

Takes effect July 1, 2025, with emergency clause allowing immediate effect upon passage and approval.
