First offense of willfully disturbing a religious worship assembly is a misdemeanor punishable by up to $500 fine, up to 1 year in county jail, or both; second or subsequent offenses become a felony with up to $1,000 fine, up to 2 years in Department of Corrections custody, or both

Prohibited acts include uttering profane discourse, committing rude or indecent acts, or making unnecessary noise within or near a place of religious worship that disturbs the meeting's order and solemnity

Knowingly obstructing, detaining, hindering, or blocking another person's entry to or exit from a religious meeting location is prohibited

Approaching within 8 feet of another person without consent to pass leaflets, display signs, or engage in oral protest within a 100-foot radius of any entrance door to a religious meeting place is prohibited

Obstructing free passage along any highway within 1 mile of a religious meeting location without legal authority is prohibited; the bill includes an emergency clause for immediate effect upon passage
