Extends eligibility for adult high school completion programs to persons ages 21-26 (previously up to age 26, now specifies 21-30 age range) who are lawfully present in the United States and state residents.

Requires applicants to submit evidence to school boards or board designees showing inability to attend school before age 21 due to definite circumstances preventing completion of 12th grade.

Beginning in the 2025-2026 school year, applicants approved under these provisions must complete their high school education exclusively through full-time virtual education programs offered by their school district.

Exempts adult high school completion students from taking required student assessments under Section 1210.508 and from being included in reports required by Sections 1210.545 and 24-120.1.

Becomes effective July 1, 2025, with an emergency clause allowing immediate effect upon passage and approval.
