Establishes the Oklahoma Higher Education Freedom of Expression and Transparency Act prohibiting higher education institutions from showing bias in approving or scheduling campus property use based on viewpoint, race, creed, color, religion, political ideology, or political party affiliation.

Prohibits institutions from charging differential fees, security deposits, or denying property access to student groups based on threatened breaches of peace or nondestructive disruptions from opposing groups.

Requires institutions to publish current syllabi for all courses by the seventh business day of each semester beginning in 2025-2026 academic year, including course title, instructor name, assignments, books assigned, and final grades for the three most recent semesters.

Directs Oklahoma State Regents for Higher Education to promulgate rules requiring institutions to submit data on student completion rates disaggregated by underserved minorities and assessment results.

Establishes a complaint process allowing students and employees to report alleged violations, with institutions required to investigate and develop corrective action plans if violations are found.

Effective July 1, 2025, with emergency declaration for immediate implementation.
