Requires any person, firm, or corporation operating a freight railroad train in Oklahoma to have at least two certified crew members aboard while the train is in motion.

Defines "certified crew member" as an employee involved in train operation including certified engineers or conductors, excluding hostler service employees, utility employees, and contractors.

Exempts passenger trains, tourism trains, locomotives traveling 30 mph or slower attached only to a caboose, helper service, hostler service, and trains loading/unloading freight at speeds of 10 mph or slower.

Authorizes the Department of Public Safety to issue citations with graduated fines: $250-$1,000 for first offense, $1,000-$5,000 for second offense within 3 years, and $5,000-$10,000 for third or subsequent offense within 3 years.

Becomes effective July 1, 2025, with emergency clause allowing immediate implementation upon passage and approval.
