Amends the State Architectural and Licensed Interior Designers Act to increase the construction value threshold for government buildings from $158,000 to $300,000, above which an architect must be hired for construction, renovation, or alteration projects.

Clarifies that buildings requiring architect services include Code Use Groups I (Institutional), R-2 (certain residential), A-1 (theaters), A-4 (arenas and courts), A-5 (bleachers and grandstands), and H (high hazard), regardless of size or occupancy.

Maintains exemptions for smaller buildings in specified use groups, including assembly buildings under two stories with 50 or fewer persons, residential buildings under two stories with specific unit limits, and business and mercantile buildings under two stories with square footage caps of 100,000 and 200,000 respectively.

Allows licensed interior designers to perform nonstructural interior construction projects in lieu of hiring architects for Code Use Groups that otherwise require architect services.

Permits upgrades, repairs, replacements, and changes on architect-required projects without hiring an architect if the work does not affect primary structural, mechanical, electrical, life safety, fire code, or egress systems.

Becomes effective November 1, 2025.
