Amends 19 O.S. 2021, Section 1500.1 to authorize county purchasing agents to use electronic commerce for solicitations, bid submissions, notifications, and other acquisition processes.

Grants boards of county commissioners authority to establish online bidding processes with vendors authorized by state contract through the Office of Management and Enterprise Services.

Requires county purchasing agents to comply with existing bid notice requirements under Section 1505 or the Public Competitive Bidding Act of 1974 when conducting online bids.

Allows county commissioners to require online bidders to register before bid opening and to prequalify as bidders, with bids from non-prequalified online bidders subject to disqualification.

Becomes effective July 1, 2025, with an emergency declaration allowing the act to take effect upon passage and approval.
