• Clarifies that school districts and boards of education cannot infringe on parental rights regarding child upbringing, education, health care, and mental health without demonstrating a compelling governmental interest of the highest order.

• Requires written parental consent before schools can provide sex education instruction, instruction or presentations regarding sexuality, instruction on sexual orientation or gender identity, or allow children to participate in school clubs or activities.

• Prohibits instruction or presentations on sexual orientation or gender identity from being included in any course of instruction, standard curriculum, textbooks, or supplementary materials.

• Establishes procedures for school district boards to notify parents of parental rights and implement parental concern resolution processes, with escalation to State Board of Education hearings or court action if concerns remain unresolved within 30 days.

• Requires written parental consent for mental health assessments and treatment at schools, with mandatory notification before changes to a child's services, name, or pronouns in school records; effective July 1, 2025.
