Amends Oklahoma's accreditation requirements for private and out-of-state public degree-granting institutions, requiring accreditation by a U.S. Department of Education-recognized agency and authorization by the Oklahoma State Regents for Higher Education.

Requires State Regents to establish annual authorization fees and mandate applicants submit payments into the Tuition Recovery Revolving Fund to offset student losses if an authorized institution closes.

Authorizes State Regents to deny, not renew, or revoke institutional authorization for violations of Oklahoma statutes, failure to meet minimum standards, or revocation of accreditation by recognized agencies.

Exempts three categories from authorization requirements: private institutions in the Oklahoma Tuition Equalization Grant program, out-of-state institutions in state authorization reciprocity agreements conducting only approved activities, and religious organizations or degree-granting institutions providing religious training or theological education that are tax-exempt under Internal Revenue Code Section 501(c)(3).

Subjects non-exempt institutions engaged in non-degree-granting activities (certificates and diplomas) to standards administered by the Oklahoma Board of Private Vocational Schools; effective July 1, 2025, with emergency clause for immediate effect upon passage.
