• Creates the "Targeted Violence Prevention Act" authorizing the Office of Homeland Security to collect, analyze, and disseminate information about individuals suspected of involvement in terrorism, targeted violence, threats to public safety, or organized/violent crime to law enforcement agencies.

• Requires all disseminated information to be confidential with restricted handling; unauthorized release or use is a felony punishable by up to 3 years imprisonment, fines up to $50,000, employment termination, and revocation of peace officer certification.

• Permits sharing of confidential information with law enforcement or prosecutors for criminal investigations/prosecutions, or with express authority of the Homeland Security Advisor, without constituting unauthorized use.

• Establishes information collected or disseminated as privileged and not discoverable except in district court criminal proceedings for prosecution of crimes that are the subject of the information.

• Declares emergency status for immediate effect upon passage and approval.
