Prohibits juveniles adjudicated delinquent for violent crimes as defined in Section 571 of Title 57 from possessing or purchasing firearms until age 25.

Requires juvenile courts to notify defendants age 14 or older charged with violent crimes of the firearm prohibition before accepting guilty or no contest pleas.

Mandates juvenile court clerks electronically submit final disposition documents to the Federal Bureau of Investigation and Oklahoma State Bureau of Investigation within 10 business days for inclusion in the National Instant Criminal Background Check System.

Allows persons age 19 or older and at least one year removed from their most recent delinquency adjudication to petition the juvenile court for firearm rights reinstatement based on post-adjudication behavior, likelihood of future criminal activity, and other relevant factors.

Permits appeals of reinstatement determinations to courts with criminal jurisdiction within 10 business days, with appellate courts hearing cases de novo and updating relevant databases accordingly.
