Defines "critical emergency route" as a road regularly traveled by first responders and emergency services personnel in the course of their duties.

Designates all state highway system roads and National Highway System roads as critical emergency routes; allows political subdivisions to designate county or municipal roads as critical emergency routes by ordinance.

Creates misdemeanor offense for willfully or knowingly obstructing or damaging a critical emergency route, punishable by fine not to exceed $500.

Prohibits railroads and train operators from blocking vehicle traffic at railroad intersections with critical emergency routes for any amount of time.

Requires train operators to immediately notify the Department of Public Safety when an emergency condition causes a train to block a critical emergency route intersection; Department of Public Safety then notifies relevant county sheriff or municipal police and may issue citations with fines up to $1,000 per violation.

Becomes effective July 1, 2025; declared an emergency with immediate effect upon passage and approval.
