Expands the Commission for Rehabilitation Services from three members to seven members total.

Changes initial appointment structure so the President Pro Tempore appoints two members, the Speaker appoints two members, and the Governor appoints three members.

Establishes staggered three-year terms beginning July 1 with expiration dates of June 30, with current members serving until June 30, 2025 (Speaker), 2026 (Governor), and 2027 (President Pro Tempore).

Adds four new commission seats to be filled beginning July 1, 2025: one by the President Pro Tempore (term through June 30, 2027), two by the Governor (terms through June 30, 2026), and one by the Speaker (term through June 30, 2028).

Declares an emergency effective upon passage and approval.
