Creates the "Volunteer County Emergency Response Corps Act" requiring county sheriffs, commissioners, and emergency management personnel to establish a volunteer system for emergency response in each Oklahoma county

Prioritizes volunteers with construction services, landscaping, temporary staging areas (churches, event centers, businesses), chaplain services, first responders, medical personnel, honorably discharged veterans, and transportation services

Requires at least two designated county employees to create and maintain a system for residents to register as volunteers, list their specialties or available supplies, and provide contact information

Mandates county sheriffs and commissioners hold at least one public meeting per year to discuss and promote the volunteer corps

Grants civil liability immunity to volunteers and participating entities except in cases of gross negligence or willful misconduct; counties are similarly protected from liability for volunteer injuries except for gross negligence or deliberate actions
