Senate Bill 782 Summary

• Removes "structure" from the list of prohibited carry locations for government buildings, allowing firearms in parking areas and adjacent property of state and federal buildings.

• Authorizes concealed handgun carry at Oklahoma State Fair and Tulsa State Fair fairgrounds and buildings open to the general public, with event holders permitted to allow open carry of all lawful firearms.

• Allows public trusts and nonprofit entities managing municipal zoos or parks to authorize open carry of all lawful firearms on their property, though individuals may only carry concealed handguns without explicit permission.

• Prohibits property owners, event permit holders, and other entities from establishing policies that prevent locked firearm storage in vehicles on property set aside for vehicle use.

• Removes fairgrounds prohibition during state fairs from Section 1290.22 and clarifies that event holders cannot be restricted from allowing firearm carry at sporting events and other permitted events.

• Effective November 1, 2025.
