State Board of Education shall develop and implement a comprehensive program of positive character traits and personal skills education as part of state subject matter standards for grades prekindergarten through twelfth grade.

Program shall focus on ten specific character traits including courage, trustworthiness, integrity, respect, responsibility, fairness, caring, good citizenship, school pride, and gratitude, with voluntary Pledge of Allegiance recitation permitted.

State Department of Education shall provide technical assistance, maintain an approved research-based programs list, create a positive character education honor roll recognizing successful school implementations, and develop a character education reading list available on its website.

Public school districts and charter schools must consult with a committee comprised of parents/legal guardians, classroom teachers, and community members prior to implementing the character education program.

Act becomes effective July 1, 2025, with an emergency clause allowing immediate enactment upon passage and approval.
