SB797 Summary

• Requires the State Board of Education to deliver its annual December report to the Governor and Legislature electronically instead of in paper form.

• Limits the Board's authority to revoke or suspend teacher certificates to only five specific reasons: willful violation of law, child abuse or neglect, moral turpitude, incompetency in performance of duty, or neglect of professional duty.

• Prohibits the Board from summarily revoking or suspending certificates and requires it to notify teachers and their school districts at least 5 days before taking such action, with final action required within 60 days of notification.

• Updates statutory references in education code, including changing references from "Section 603.4" to "Section 175.20" of Title 10 Oklahoma Statutes and updating school lunch program terminology to "Richard B. Russell National School Lunch Act."

• Takes effect July 1, 2025, with an emergency clause allowing immediate implementation upon passage and approval.
