SB 8 Summary

• Creates the "Targeted Violence Prevention Act" authorizing the Office of Homeland Security to collect, analyze, and disseminate information on individuals suspected of involvement in terrorism, targeted violence, threats to public safety, or organized/violent crime.

• Requires all disseminated information to be kept confidential with recipients complying with handling terms; unauthorized release or use is a felony punishable by up to 3 years imprisonment, fines up to $50,000, employment termination, and revocation of peace officer certification.

• Establishes exceptions allowing sharing of confidential information with law enforcement/prosecutors for criminal investigations or with express authority of the Homeland Security Advisor.

• Makes collected or disseminated information privileged and not discoverable except in district court criminal proceedings related to the crimes that are the subject of the information.

• Amends the Oklahoma Homeland Security Act to clarify organizational structure, duties, and authority of the Office of Homeland Security within the Department of Public Safety, effective immediately upon passage.
