Oklahoma Turnpike Authority must provide notice to affected property owners and give a 30-day public comment period before proposing any new turnpike or modification to an existing turnpike.

Authority must schedule a hearing within 30 days after the comment period closes, allowing persons to present oral arguments and data on the proposed turnpike.

Authority must consider effects on property owners, businesses, governmental entities, and consumer groups, and may modify proposals to mitigate adverse impacts; for businesses, Authority must include quantitative and qualitative impact descriptions using quantifiable data when possible.

Notice must include a summary and map of the turnpike, proposed action, circumstances creating the need, legal authority, intended effects, request for business cost estimates, hearing details, and information on obtaining copies.

Any violation renders the Authority's action null and void; affected persons or entities may sue for declarative or injunctive relief and recover court costs and reasonable attorney fees if successful, while the Authority may recover attorney fees if a frivolous action is defended successfully.

The act becomes effective November 1, 2025.
