Prohibits any person or entity in Oklahoma from manufacturing, selling, delivering, holding, or offering for sale any food containing vaccine or vaccine material.

Defines "vaccine or vaccine material" as a substance intended for use in humans to stimulate antibody production and provide disease immunity, prepared from the causative agent of a disease or a synthetic substitute, and authorized or approved by the United States Food and Drug Administration.

Creates a new section of law to be codified in the Oklahoma Statutes as Section 1-1332 of Title 63.

Declares an emergency, making the act effective immediately upon passage and approval.
