Licensed physical therapists, including those operating under direct-to-employer contracts, may evaluate and treat patients without a physician referral for up to 30 days, except for workers' compensation claims.

Treatment beyond 30 days requires a referral from a physician, surgeon, physician assistant, doctor of dentistry, chiropractor, podiatrist, or Advanced Practice Registered Nurse, limited to their respective areas of practice.

Physical therapists may provide services to children receiving therapy under the Individuals with Disabilities Education Improvement Act of 2004 or Section 504 of the Rehabilitation Act of 1973 without a physician referral.

Physical therapists may perform screening, educational procedures, and services related to fitness, wellness, or prevention without a physician referral.

The act becomes effective November 1, 2025.
