Amends Oklahoma law to allow registered voters deployed as uniformed-service voters (in addition to first responders and emergency workers) to request emergency absentee ballots after the standard request deadline

Requires voters to submit written requests in a form prescribed by the Secretary of the State Election Board, signed by the voter and provided to their county election board secretary

Mandates ballots be returned in person, by U.S. mail, or by other Secretary-approved delivery methods to the county election board no later than 7:00 p.m. on election day

Requires voter identity verification per Section 7-114 and applies name, birth date, and identification number matching requirements established under Section 14-105

Takes effect July 1, 2025, with an emergency clause allowing immediate implementation upon passage and approval
