SB 820 Summary

• Expands the Oklahoma Five Major Sports Leagues Rebate Program to include women's professional sports leagues: Women's National Basketball Association (WNBA), Women's Professional Fastpitch (WPF), and National Women's Soccer League (NWSL), in addition to the five existing major leagues (NFL, NBA, NHL, MLB, MLS).

• Establishes quarterly rebate payments for eligible professional sports teams with a maximum of $10,000,000 per year, calculated by multiplying the net benefit rate by actual gross payroll of sports-league jobs verified by the Oklahoma Employment Security Commission.

• Requires teams with existing Quality Jobs contracts to wait until those contracts expire or are terminated before becoming eligible for this rebate program.

• Mandates annual gross payroll of at least $10,000,000 within one year of the start date and requires at least 80% of sports-league jobs to be full-time employees working 30+ hours per week subject to Oklahoma income tax.

• Allocates 5% of quarterly rebate payments to the Oklahoma Quick Action Closing Fund and becomes effective November 1, 2025.
