Amends 62 O.S. 2021, Section 34.36 to require state agencies to report information technology and technology needs with estimated expenditures when submitting annual budget requests to the Director of the Office of Management and Enterprise Services by October 1.

Adds a new requirement (item 13) for agencies to quantify information technology and technology needs, including expenditures for information technology services and systems under the Information Technology Consolidation and Coordination Act of Section 35.1.

Maintains existing budget reporting requirements including performance-informed budgeting analysis, program descriptions, personnel needs, and capital lease debt information for the ensuing fiscal year and following two fiscal years.

Exempts the Oklahoma State Regents for Higher Education and institutions within The Oklahoma State System of Higher Education from certain financial services documentation requirements.

Requires the Director of the Office of Management and Enterprise Services to publish an annual shared services cost-performance assessment report documenting each state agency's costs and resulting savings from shared services contracts.
