Increases the cap on noneconomic damages in bodily injury civil actions from $350,000 to $500,000, regardless of the number of defendants or lawsuits filed

Removes the existing exception that allowed unlimited noneconomic damages when a judge and jury found by clear and convincing evidence that defendant's conduct was reckless, grossly negligent, fraudulent, or intentional/malicious

Eliminates definitions for "fraudulent," "gross negligence," "malice," and "reckless disregard" from the statute, as these terms were tied to the removed exception

Maintains existing exclusions for actions under The Governmental Tort Claims Act and wrongful death cases

Applies to civil actions filed on or after November 1, 2025
