Defines "open primary" or "jungle primary" as any voting system allowing voters to cast ballots in primary elections regardless of party affiliation, with all qualifying candidates appearing on the ballot without regard to party affiliation.

Prohibits the State Election Board, county election boards, and municipalities from conducting elections using open primary or jungle primary voting systems.

Declares void any existing or future local ordinances that conflict with this prohibition, and voids any elections conducted under a prohibited voting system.

Authorizes the Secretary of the State Election Board to bring civil action in court for declaratory or injunctive relief to enforce this section.

Becomes effective November 1, 2025.
