Amends Oklahoma special license plate law to modify the Oklahoma City Zoo License Plate by removing the reference to the Oklahoma Zoological Society Revolving Fund and instead authorizing Service Oklahoma to enter into licensing agreements with the Oklahoma Zoological Society for licensing fees up to $20.00 per plate

Repeals Section 1104.13 relating to the Oklahoma Zoological Society Revolving Fund

Updates statutory language throughout the special license plate section and adds 112 total special license plates with various designs and fee distributions to support state organizations, schools, charities, and causes

Sets the standard special license plate fee at $35.00 per year of renewal, with $20.00 going to the specific plate's authorized fund or purpose and $8.00 going to administration, with remaining amounts apportioned per Section 1104

Becomes effective November 1, 2025
