Amends Oklahoma statutes 70 O.S. 2021, Sections 5-113 and 5-113.1 regarding prohibitions on relationships between school board members and district employees.

Increases the Average Daily Membership (ADM) threshold for small school districts from 400 to 550 students, allowing board members to be related to employees if the district adopts a policy permitting such relationships.

Modifies language regarding substitute teachers and temporary substitute support employees, changing terminology from "Average Daily Membership" to "average daily membership (ADM)" for consistency.

Requires board members related to teachers or employees within the second degree of affinity or consanguinity to comply with conflict-of-interest procedures, including abstaining from personnel matters and litigation involving those employees.

Becomes effective July 1, 2025, with emergency provisions allowing immediate effect upon passage and approval.
