Establishes the "Stop DEI Act" prohibiting Oklahoma higher education institutions from constraining students to enroll in diversity, equity, inclusion, or critical race theory (DEI-CRT) related courses as degree requirements, except for programs with titles explicitly focused on racial, ethnic, or gender studies.

Prohibits institutions and their employees from requiring, soliciting, or incentivizing faculty participation in DEI-CRT practices or content inclusion in courses as conditions for program approval, faculty evaluation, promotion, tenure, salary adjustments, or other incentives.

Exempts academic programs with titles clearly establishing focus on racial, ethnic, or gender studies from these prohibitions, but restricts their courses to satisfy only those specific program requirements and prevents students from being forced to enroll in them for general education or other major/minor requirements.

Requires alleged violations to be submitted to the Oklahoma State Regents for Higher Education on a prescribed form and directs the State Regents to adopt an investigation policy with due process procedures, with violations resulting in institutions losing state funding allocations.

Requires the State Regents to submit annual reports by December 31, 2026, and thereafter to state leadership detailing alleged violations and investigation findings; effective July 1, 2025, with emergency declaration.
